The Internet's Lost Promise. What promise has lost? Initially, the global Internet promoted competition and provided new ways for information sharing. The Internet supported open educational resources, provided a convenient shopping platform, and made the Internet a dynamic platform for free expression and innovation. The Internet opened up a new era of democratization and entrepreneurship. But today, Internet platforms are increasingly being weaponized. Different groups, individuals deliberately steal personal privacy, create false characters to publish false information, aim to spread the confusion of beliefs, values, and ideas, and the Internet is also used to weaken democracy.

The Internet does not self-repair, requires leaders to take active measures, and the mass media also needs social responsibility. Public policy regulations need to keep up and prevent the further weaponization of the Internet. First, Social media need to protect users' privacy. Social media need to treat users' political and philosophical data as sensitive information. The digital news platform should provide users with the context of news. The news media need separate news from opinions. The social media platform also need cancel the fake account.

The United States invented the Internet. The United States has the unique advantage in being a leader in this mission. As the promoter of key early policies and the location of many of the largest Internet companies, The United States can promote the development of the framework and ensure the openness and transparency necessary for democratic debate without compromising innovation.
